The tubular receiving member can be made of black PVC conduit or other suitable materials and has an upper end that is flared to provide an opening that is larger than the internal channel in the tubular receiving member and a lower end that is sealed to prevent water from entering the tubular receiving member. The lower end of the tubular receiving member is adapted to be mounted in the ground.
