A determination may be made to determine whether the terminating call device is available. Status of the transmission path on the packet network between the originating and terminating call devices may be determined. If the status of the transmission path is determined to be within a first range, a call may be established between the originating and terminating call devices via an encoder/decoder (CODEC) having a first data rate. In response to the first identifier, the second communication network modifies the first identifier in the header to the second identifier.
