Abstract: The embodiments herein relate to maintaining a database that includes incident report data and personnel commentary data. The incident report data includes data associated with law enforcement incident reports. The database is in communication with at least one of an interactive mobile application and an interactive website over a communications network. A user is provided with access to the database in response to receiving an access request from the user. The user accesses the database over the communications network via one or both of the interactive mobile application and the interactive website. The at least one of the interactive mobile application and the interactive website include add incident report data functionality, add personnel commentary data functionality, and search functionality for at least one of the incident report data and the personnel commentary data maintained in the database.
