Abstract: An apparatus and method, the method including receiving, by a terminal device, first configuration information from a network device, where the first configuration information indicates a second reporting mode, and the second reporting mode indicates to feed back hybrid automatic repeat request (HARQ-ACK) information based on a negative acknowledgment only (NACK-only), and when determining that a resource set overlaps a unicast uplink resource, sending, by the terminal device, the HARQ-ACK information for a multicast service to the network device in a first reporting mode, where the first reporting mode indicates to feed back the HARQ-ACK information based on an acknowledgment (ACK) or a NACK, the resource set comprises a plurality of multicast physical uplink control channel (PUCCH) resources, and the unicast uplink resource comprises a unicast PUCCH resource or a unicast physical uplink shared channel (PUSCH) resource, and the HARQ-ACK information comprises an ACK value or a NACK value.

The method is applied to a terminal or a chip used in a terminal, and includes: upon detecting that downlink communication of the first serving cell fails, determining that downlink communication of the second serving cell is normal; sending a communication failure recovery request on an uplink channel of the second serving cell, where the communication failure recovery request is used to request to recover from a downlink communication failure of the first serving cell; and detecting a communication failure recovery response on a downlink channel of the second serving cell, where the communication failure recovery response is used to indicate a downlink communication resource of the first serving cell.

The method includes: A terminal device determines a first bit rate of channel state information part 1 CSI-1, where the first bit rate is a bit quantity of the CSI-1 carried on each resource element for transmitting the CSI-1; and the terminal device adjusts transmit power of a physical uplink shared channel PUSCH based on the first bit rate, where the PUSCH is used to carry the CSI-1.

Abstract: Embodiments of this application provide a resource configuration method, an information sending method, and an apparatus. The resource configuration method includes: configuring, by a network device for a terminal device, a plurality of resources used to transmit uplink control information UCI; configuring, by the network device, same first indication information for all of the plurality of resources; and sending, by the network device, the first indication information to the terminal device, wherein the first indication information indicates the terminal device to multiplex first UCI and second UCI, and a type of the first UCI is different from a type of the second UCI. Therefore, the terminal device can determine whether to combine the first UCI and the second UCI.
