A terminal hands over from a source cell of a source access network device to a target cell of a target access network device. The terminal records a first report and a second report, where the first report and the second report separately include identification information of the terminal in the target cell. The first report further includes potential handover failure information in a process in which the terminal hands over from the source cell of the source access network device to the target cell of the target access network device. The second report further includes related information in a process in which the terminal performs random access to the target cell.

Abstract: Embodiments of this application provide a communication method and apparatus, a storage medium, and a computer program product. The communication method includes: in response to impact of a maximum permissible exposure MPE, recording radiation impact information generated due to the impact of the MPE; receiving a first radio resource control RRC reconfiguration message from a source base station; recording a measurement report; and sending the measurement report and the radiation impact information to the source base station. According to embodiments of this application, impact of the MPE on mobility can be reduced, and a handover success rate can be increased.

Abstract: Example handover methods and apparatus are described. One example method includes receiving, by a candidate network device, first indication information from a source network device, where the first indication information indicates a first handover type. The first handover type includes a conditional handover (CHO) that is based on a beam-level measurement result. The candidate network device determines, by using the first indication information, a first handover configuration corresponding to the first handover type, and sends the corresponding first handover configuration to the source network device.

The method includes: A terminal device sends a radio resource control RRC setup request message to a first radio access network device a plurality of times. The terminal device receives a response message for the RRC setup request message within a preset time. The terminal device determines, based on a first preset threshold and a quantity of consecutive times that the response message is not received, whether to perform cell reselection, or the terminal device determines, based on a third preset threshold and a quantity of times that the RRC setup request message is sent or a quantity of times that the response message for the RRC setup request message is received, whether to trigger a cell reselection mechanism.

Abstract: The present disclosure relates to mobility management methods and apparatuses. In an example method, a first network device sends conditional handover configuration information of a terminal device to a second network device. After obtaining a mobility report, the first network device sends a first message to the second network device to request the conditional handover configuration information of the terminal device. The first network device receives a response message of the first message from the second network device.
