    Abstract: A device for operating a swiveling or mobile body element intended particularly to seal an access opening to a control or observation post by a cover that can be moved angularly around a pivot pin fastened to the body by means of an operating and locking handle. The operating handle includes a gripping element and a control element. A hinge and connecting pin are provided between these elements and an interlocking mechanism between the control element and the pivot pin.
