When a pull-up control module controls an electrical connection between a first voltage terminal and a second node, an inverting module disconnects an electrical connection between a low-frequency clock signal terminal and a third node in response to a potential of the second node, the inverting module controls an electrical connection between the first voltage terminal and the third node in response to a potential of a first node, and a pull-down holding module disconnects an electrical connection between the first voltage terminal and the first node in response to a potential of the third node.
