The method includes: adjusting a current probability of downloading an information packet based on download environment information; receiving an information packet query request for downloading the information packet from a client, and determining whether to allow the client to download the information packet based on the current probability and the information packet query request; and when it is determined to allow the client to download the information packet, sending a download instruction to the client in response to the information packet query request, to make the client download the information packet.
