In the present application, a plurality of candidate resources are configured in a transmission resource for transmitting PRACH signals, such that the terminal may transmit the PRACH signals on the corresponding candidate resource when it is detected that the current channel is idle before any candidate resource, thereby improving transmission probability for PRACH signals and enhancing channel access for PRACH signals.
