    Abstract: The present disclosure relates to a spike event decision-making device, method, chip, and electronic device to eliminate inherent delays of an output spike event of the neuromorphic chip when reading decisions. The spike event decision-making device includes a first counting module configured to count a number of input spike events of the spiking neural network, a second counting module configured to count some or all of the output spike events of the spiking neural network; and a decision-making module configured to generate a decision-making result according to numbers of spike events fired by neurons in an output layer of the spiking neural network when the number counted by the first counting module reaches a first predetermined value, or when the total count counted by the second counting module reaches a second predetermined value.

    Abstract: A lithium-ion battery to be tested is put into a temperature chamber at a first temperature value and subjected to pulsed heating until the pulsed heating time reaches the preset pulse duration. The chamber temperature is adjusted to a second value and a capacity degradation value of the battery is obtained, so as to obtain durability of the battery. Before testing of the capacity degradation value of the battery, continuous pulsed heating is conducted. After the battery is heated for a period of time, the temperature elevation and heat dissipation of the battery will reach stable values and the temperature will no longer rise. Such pulsed heating does not require a long period of standing at low temperature. Therefore, a large amount of test time can be saved, the test period shortened, and the influence of battery temperature on battery durability can be verified through a large number of experiments.

The process identifies a total frames count of a number of frames of an identical frame size transmitted, where the number of frames is greater than any number of frames of a same size. The process calculates the percentage of the count that was just collected out of the count of the total frames. The process identifies the first station as a phone if the calculated percentage is over a first threshold and the total frames count is over a second threshold.

    Abstract: Systems and methods which allow the under-utilization of high-speed radio channels to be reduced significantly are provided which feature packet buffering and buffer management for a specific link segment of the end-to-end TCP connection. Dynamic rate control (DRC) is performed in a manner which transparently uses the advertised receiver window size mechanism provided within TCP, to maintain a steady stream of packets to be transported onto a long and variable delay high-speed channel. A queue is managed by dynamically relating the current size of the queue to the amount of incoming data by enlarging or shrinking the client advertised window size to the predicted buffer growth. DRC does not perform end-to-end flow control, but rather it supplements this function of TCP. The invention may be implemented as an agent of TCP in the sense that it is hidden in the middle of the network.
