The method includes: obtaining a service flow; performing feature extraction on the service flow to obtain a feature vector; inputting the feature vector into a service type perception model to obtain a service type perception result; and allocating a corresponding computing power resource and communication resource to the service flow based on the service type perception result, where an output value of a fast gated recurrent unit is calculated based on an update gate and an intermediate state, the intermediate state and the update gate are calculated based on an output value of a hidden layer of a previous fast gated recurrent unit and a feature parameter input into a current fast gated recurrent unit, and the service type perception model is obtained through training.
