There are provided below the nozzle a straight tubular shaped straight forming tube and a rotary forming tube having a diameter larger than that of the straight forming tube. A rotary elbow section is rotatably connected to a lower end portion of the straight forming tube. Multilayer liquid droplets are discharged into the straight forming tube, and after the liquid droplets are cooled inside the straight forming tube, the liquid droplets are discharged from the rotary elbow section into the rotary forming tube. The liquid droplets are discharged from the rotating rotary elbow section while being rotated.
