The first fixed member is fixed to a center of an area, where an outer periphery of the area is set at a position at which the strain resistance elements are arranged. The second fixed member is fixed outside the position, where the strain resistance elements are arranged at the substrate. A center of an axis of the first fixed member, a center of an axis of the second fixed member, and the center of the area are positioned on a straight line, and the first fixed member and the second fixed member are arranged on two mutually opposed surfaces of the substrate.

Accordingly, the detection hole in the insulating substrate is peripherally displaceable in a vertical direction with respect to one holding member and the other holding member.

To practically manufacture a printing blanket of the foregoing type, there is also disclosed a method wherein a compressible layer is placed on a base fabric, a surface layer is then placed on the compressible layer thereby to form a laminated structure with the base fabric and the compressible layer, and thereafter, a surface modifier containing a perfluoroalkyl group is applied to the surface layer such that a critical surface tension ranging from 10 to 16 dyne/cm appears on the surface of the surface layer. It is preferable that the surface layer is molded of a compound based on a nitrile butadiene rubber.
