In enforcing the control, a control process is selected, in accordance with the load, from among: a control process 1 in which the inquiry execution apparatus is notified when an inquiry has been rejected; a control process 2 in which inquires are rejected without issuing a notification; a control process 3 in which the inquiry execution apparatus is instructed to control inquiries; and a control process 4 in which at least two of these control processes are combined.
