By means of the pedals, the swivel caster can both lock the rotation of a wheel plate of the caster and lock the direction of rotation of the caster, and can also release the dual-locked state by means of the braking release pedal (41) located in the same direction as the braking pedal (32), making the caster return to a state of full freedom again. The braking and braking release actions of the swivel caster are convenient and easy, and the swivel caster is simple to operate.
