The apparatus further includes a traffic light waiting time prediction unit configured to calculate in real time a traffic light waiting time expected after the user vehicle enters a waiting queue of the traffic signal based on signal change 10 data for the traffic signal and vehicle movement data of vehicles in the waiting queue.
