    Abstract: A mobile sensing and payment method and system for parking fees is disclosed. The system includes an array of identity information collection modules in a parking facility. A background data processor collects mobile terminal identification information from a mobile terminal of a person entering the parking facility while the mobile terminal performs cell reselection. The data processor simultaneously senses transmission intensity of the mobile terminal using the terminal identity information collection modules. The data processor determines a location of the mobile terminal based upon the changes in the signal transmission intensity from the collection modules. The data processor generates a specific characteristic threshold for the mobile terminal to pass an entrance gate. The data processor causes the entrance gate to be opened records a specific time that the entrance gate is opened. The data processor records a specific time that the person has entered the parking facility.

    Abstract: A process performs a search on a base reference frame in a video signal to determine a first motion vector for each of the possible partitions of a current macroblock. The first motion vector for a partition provides the most optimal match for the partition in the base reference frame. An optimal partition for the current macroblock, which gives a minimum motion estimation cost among all the possible partitions in the base reference frame, is determined. The process performs the search on the optimal partition over a non-base reference frame in the video signal to determine a second motion vector that provides the most optimal match for the corresponding partition in the non-base reference frame. A simplified search is performed on each partition other than the optimal partition over the non-base reference frame to determine the second motion vector for the corresponding partition.
