The telephone exchange apparatus registers the telephone terminals through the communication network, and execute multicast packet transmission of media signal including at least one of picture, voice, and data to the telephone terminals connected to the communication network. A first telephone terminal of the telephone terminals comprises a packet transfer configured to convert a received multicast packet into a unicast packet receivable by a second telephone terminal, and sends the converted unicast packet to the second telephone terminal.
