The method includes: in a coverage area of an RSU, determining, by the RSU and/or a designated vehicle in a plurality of vehicle groups, whether state information of the plurality of vehicle groups meets a first preset condition for integrating the plurality of vehicle groups and/or a second preset condition for splitting the plurality of vehicle groups, wherein the designated vehicle has a management right for managing the vehicle groups; if the determination result is yes, integrating, by the RSU and/or the designated vehicle in the plurality of vehicle groups, the plurality of vehicle groups according to the first preset condition, and/or splittingthe vehicle groups according to the second preset condition; and designating, by the RSU, a vehicle in the integrated vehicle groups and/or split vehicle groups as the designated vehicle.

Abstract: Disclosed are a method, system, evolved Node B (eNB) and User Equipment (UE) for implementing service scheduling. The method includes: an eNB sends time-domain scheduling information of Single Cell-Point To Multipoint (SC-PTM) Multimedia Broadcast Multicast Service (MBMS) to a UE, the time-domain scheduling information is used for indicating a position of a time-domain subframe where the MBMS is located, and a Physical Downlink Control Channel (PDCCH) of the time-domain subframe includes frequency-domain scheduling information of the MBMS. A UE receives time-domain scheduling information, performs blind detection at a position of a time-domain subframe indicated by the time-domain scheduling information, determines a PDCCH including frequency-domain scheduling information of MBMS, and reads the frequency-domain scheduling information on the PDCCH. The UE receives the MBMS on a Physical Downlink Share Channel (PDSCH) on the basis of the read frequency-domain scheduling information.

The method includes that: a base station acquires a Temporary Mobile Group Identity (TMGI), wherein the TMGI indicates a traffic information service, and is allocated by a Broadcast Multicast Service Center (BM-SC) (S202); and the base station sends expanded Multimedia Broadcast Multicast Service (MBMS) Control Channel (MCCH) notification information according to the TMGI, wherein the expanded MCCH notification information indicate that an MCCH message corresponding to traffic information has been updated (S204).

Abstract: Provided are a method, system, device for controlling congestion or overload and an eNB. The method includes: one or more eNBs configured to detect congestion or overload of user plane data are selected, and the one or more eNBs selected are notified; the one or more eNBs selected detect a congestion or overload event of the user plane data; when a triggering condition is met, the one or more eNBs selected send congestion or overload indication information to a GCS AS; and the GCS AS determines a start or end of congestion or overload which occurs in an MBMS area according to the congestion or overload indication information, and correspondingly selects a manner in which trunking service data are sent. By the technical solutions of the disclosure, the problem of influence for a trunking service when congestion or overload occurs in a network may be solved.

Abstract: The present invention discloses a media server, which is connected with content networks, and linked with an information terminal via Wireless Fidelity (WiFi). The media server comprises an information receiving and transmitting controller as well as a Web server; wherein, the information receiving and transmitting controller is used to receive contents sent by the content networks, and to convert audio and video data of the contents into a format of the Real-Time Transport Protocol/Real-Time Transport Control Protocol (RTP/RTCP) encapsulation, then to transmit the converted data to the information terminal, additionally, to form a content directory in a HTML format according to the contents; the Web server is used to publish the content directory in the HTML format, which is formed by the information receiving and transmitting controller, so as to be accessed by the information terminal. The present invention also discloses a method for transmitting audio and video.

Abstract: A method for transmitting emergency broadcast message is disclosed in the present invention. The method comprises the following steps: setting an emergency broadcast message transmitting group in a terminal, and adding a user name and/or a telephone number of a receiving user of an emergency broadcast message to the emergency broadcast message transmitting group; after the terminal receives the emergency broadcast message via the broadcast communication system, extracting the phone number or the user name from the emergency broadcast message transmitting group and transmitting an emergency broadcast message in the mode of short message to the receiving user corresponding to the phone number or user name.
