    Abstract: A valve actuator includes a support body, an operating member and a locking member. The support body is provided with a plurality of locking structures. The plurality of locking structures are distributed in a circumferential direction, with an axis surrounded by the circumferential direction being defined as a first axis. The operating member is rotatably connected to the support body about the first axis. The locking member is movably connected to the operating member. The operating member can rotate relative to the support body to a plurality of locked positions. Each locked position corresponds to one of the locking structures. When the operating member is in the locked position, the locking member can move relative to the operating member to engage with the corresponding locking structure to prevent the operating member from rotating relative to the support body. The valve actuator can enable locking and unlocking of the operating member.

    Abstract: A seafloor observation network-based subsurface buoy device with real-time power supplying and high-speed data transmitting is provided. The subsurface buoy device includes a seabed base deployed on the seafloor and a vertical mooring system connected to a bottom surface of the seabed base to extend to the sea surface. The seabed base serves as a gravity anchor to enable the subsurface buoy device to be positioned stably at a layout site, and is further used for obtaining power supply of the subsurface buoy device from a junction box of a seafloor observation network. The seabed base also sends the management and control commands from the junction box to the vertical mooring system, and transmits the data collected by the vertical mooring system back to the junction box in real time.

    Abstract: Application relates to establishing signaling connections in communication network. A source radio access network device sends a handover request message to a target radio access network device to initiate a handover procedure for a user equipment from the source radio access network device to the target radio access network device. The handover request message includes information about an original signaling connection parameter. When the UE enters a target cell, the target radio access network device allocates a new signaling connection parameter and sends a handover complete message to a core network node. The handover complete messages carries the original signaling connection parameter received from the source radio access network device and the allocated new signaling connection parameter about the target radio access network device. The inability of the target radio access network device to establish a signaling connection with the core network node in the related art is effectively solved.

An evolved packet core (EPC) receives a message which indicates that a UE is being handed over sent by a source evolved NodeB (S-eNB), and stops sending an NAS message to the UE temporarily. The EPC receives a message which indicates that the UE returns to an S-eNB service area sent by the S-eNB. The EPC sends the NAS message to the UE through the S-eNB, if needed. With the method and the apparatus, the EPC can acquire a location of the UE in time in the case of a handover failure of the UE, a time limit of a retransmission timer is set precisely, and a specific implementation for forwarding an NAS message through an X2 interface is provided.

It does not need to preset a gap during evaporating the sub-pixels of adjacent pixels of the mask, thereby a real high PPI is achieved while keeping the opening ratio. In addition, the present disclosure can further increase the strength of the mask.
