A base station can send a power control command to a UE through resource elements reserved for at least one Physical Downlink Control Channel (PDCCH). Further, the base station can convey an indicator that specifies the resource elements reserved for the at least one PDCCH used for sending the power control command to the UE. Moreover, the base station can use a structure similar to a conventional (e.g., Release 8, . . . ) PHICH structure for sending the power control command using the resource elements reserved for the at least one PDCCH. For example, the power control command can be spread using one or more Walsh codes assigned to the UE.
