The network management system comprising: a manipulating organ and a peer-to-peer network, with the peer-to-peer network consisting of a plurality of function units, wherein, the manipulating organ is configured to generate a management task according to an operation of a management role and to send the management task to the peer-to-peer network; and the function units in the peer-to-peer network are configured to perform the management task for a managed network or store relevant data. With the present invention, equipment cost can be reduced and normal running of the network management is guaranteed.
