A semi-finished substrate has a first region, a second region, and a third region. The semiconductor layer and the insulating layer of the semi-finished substrate are patterned under the shielding of the first etching barrier layer and the second etching barrier layer having different thickness, so that only the semiconductor layer in the second region is kept and causing the thickness of the insulating layer in the first region is greater than the thickness of the insulating layer in the third region.
