    Abstract: Embodiments provide a power determining method, device, and system, and relate to the field of communications technologies, for how to determine an uplink path loss in a 5G system. For achieving this, a terminal receives a first offset value from a network device and determines based on receive power for receiving a downlink signal on a second carrier and the first offset value, power for sending an uplink signal on a first carrier. The first offset value is determined based on a penetration loss on the first carrier and a penetration loss on the second carrier, the first carrier is an uplink carrier of the terminal, and the second carrier is a time division duplex TDD carrier or a downlink carrier of the terminal. Embodiments can be used in a power determining process.

    Abstract: Embodiments provide an information sending method, an information receiving method, a network device, and a terminal device, to enable the terminal device to determine a correct uplink transmission time, thereby avoiding an uplink transmission failure. For achieving this, a network device determines a first receiving start time and a first sending start time. The first receiving start time is a receiving time at which the network device starts to receive a signal in a first time period, and the first sending start time is a sending time at which the network device starts to send a signal in a second time period. The network device sends indication information to a terminal device to instruct the terminal device to determine a second sending start time. The second sending start time is determined based on the first receiving start time and the first sending start time.

    Abstract: Example random access methods and apparatus are described. In one example method, a terminal device receives a system message that is sent by a network device on a first downlink carrier. The system message includes first information for performing random access on a first uplink carrier and second information for performing random access on a second uplink carrier. A frequency of the first uplink carrier is higher than a frequency of the second uplink carrier, and a frequency of the first downlink carrier is the same as the frequency of the first uplink carrier. The terminal device sends a random access request message on the first uplink carrier or on the second uplink carrier, and receives a random access response message that is sent by the network device on the first downlink carrier.
