The insulating coating is free of chromium and comprises plate-like particles of inorganic compound and a metal phosphate. The plate-like particles of inorganic compound are in the form of secondary particles, which are formed by aggregating primary particles, and present in an amount of not less than 0.1 parts by mass and not greater than 20 parts by mass, with respect to 100 parts by mass of the metal phosphate. The secondary particles have an average particle diameter of no less than 0.05 ?m and no greater than 5 ?m, and have a specific surface area of 1 to 80 m2/g. The primary particles have an aspect ratio of 50 to 1000. The sensor has a CR oscillation circuit including a resistance which represents the electric conductivity of the water between the electrodes.
