The terminal apparatus includes abnormality information C from an abnormality detecting sensor, identifying information A of the vehicle, attribute information D for indicating attributes of the vehicle itself, and position information D of the vehicle. The control apparatus can thereby detect the occurrence of the abnormality of the vehicle, identify the vehicle having the abnormality, identify the attributes of the vehicle having the abnormality, and identify the location where the abnormality has occurred. It is thus possible to take appropriate action promptly such as sending an appropriate report and sending an appropriate request to a maintenance service.

    Abstract: A protector block is constructed so as to be urged in a key extracting direction and movable in a key inserting direction and is provided with radially outwardly projecting engaging portions which come into engagement with an outer lock cylinder when the protector block is pushed in. The overall length in the key inserting direction of the protector block can be shortened and hence it is possible to construct a handle locking device in a compact shape. Further, in the case where the protector block is fabricated by sintering, the green compact density in powder molding can be made more uniform because it is possible to shorten the length in the key inserting direction.

A crankshaft is movable in the direction in which the key K can be inserted, and second engaging portions which engage each other when the crankshaft is pushed in are formed between the crankshaft and the outer lock cylinder. When an object in place of a key is inserted into a key insertion hole and attempts are made to forcibly turn the object while pushing the object, the first engaging portions between the protector block and the outer lock cylinder engage each other, preventing the crankshaft from being turned. When attempts are made to turn an inserted object while pulling the object, the second engaging portions between the crankshaft and the outer lock cylinder engage each other, preventing the crankshaft from being turned.
