According to the present invention, the waterproof layer can be formed on the surface of a civil engineering works or a building in a short time of about 30 minutes by a few steps without polluting a working environment. Furthermore, the waterproof layer, needless to say, has water resistance, weathering resistance, anticorrosion and substrate adhesion.
