    Abstract: In a cellular communication system, a mobile station detects field intensities of surrounding cell sites and transmits a report signal to one of the surrounding cell sites having highest field intensity. Each cell site detects the channel occupancy of its speech channels in response to a connection request from a home cell site and returns a response indicating whether the request is to be granted or not depending on the channel occupancy. The home cell site is responsive to the report signal for assigning priorities to the surrounding cell sites according to its channel occupancy and selects one of the surrounding cell sites according to the assigned priorities. If the home cell site is not selected, it sends a connection request to the selected cell site for receiving a response. If it is selected, it determines whether a speech channel is available or not depending on its channel occupancy.
