The first reception unit receives a charge and discharge command from a power management device. The second reception unit receives a current electricity storage state from each of storage batteries. The calculation unit calculates a control amount, which indicates a ratio of the current electricity storage state in an operation range, with respect to each of the storage batteries on the basis of the current electricity storage state and the operation range of the electricity storage state.
