    Abstract: The resource controlling unit controls a resource usage state. The receiving unit receives from a first terminal a first message containing a first condition for maintaining a connection that is used to transfer a message exchanged between the first terminal and the second terminal. Based on the first condition contained in the received first message and the resource usage state, the determining unit determines a second condition that is to be accepted for maintaining the connection. The adding unit adds the second condition to the first message. The transmitting unit transmits the first message to which the second condition is added to an external device or the second terminal. The maintaining unit maintains the connection under the second condition.

A transmitting unit transmits the setting information to the relay apparatus via a number of communication paths determined in advance, which is smaller than the number of terminal devices.

The subscription message includes the terminal identifier of the first terminal, and a request requesting subscription to the presence information present in the storage unit.     Abstract: An authenticating unit authenticates an external terminal and stores the result of authentication in an authentication state table. A receiving unit receives a first message containing information relating to a first application and identification information unique to the external terminal. A determining unit determines whether the external terminal contained in the first message is authentic by referring to the information in the authentication state table, each time the first message is received. A generating unit generates a second message containing a port, which is to be used by the first application, and an address of the external terminal when the external terminal is determined to be authentic.
