    Abstract: A rotary device includes a rotatable member having an annular recess and a stationary member rotatably supporting the rotatable member. A circular cap having an outer circumferential edge is fixed to the rotatable member so as to cover an opening of a gap between the rotatable member and the stationary member. A receiving section, which has a shape to receive an adhesive on an outer peripheral portion of the cap, includes a diameter reduction part on the outer circumferential edge. The diameter reduction part has a smaller outer diameter than a maximum outer diameter of the outer circumferential edge. The thickness of the diameter reduction part is larger than or equal to a half of an entire thickness of the outer circumferential edge. An adhesive is applied to the diameter reduction part and the inner peripheral portion.

Glue has an interface in an end space. In at least a part of the end space where the glue does not exist, conductive resin seamlessly is applied from the guiding surface to the inner surface of the through hole. With regard to a portion of the inner surface of the through hole that radially faces the guiding surface, the length, in the axial direction, of the portion that touches the conductive resin is greater than the length, in the axial direction, of the portion that touches the glue.

The oil passages allow flow of oil past the plug to a discharge opening at the front end of the plunger, and the flow of oil is substantially unaffected by circumferential displacement of the oil passages on the periphery of the plug relative to the oil passages on the periphery of the relief valve seat.

Throttle holes, formed in partition walls separating the reservoirs, control the flow of oil from one reservoir to another. An excess oil discharge hole is optionally provided in one of the reservoirs. The invention prevents abnormal protrusion of the plunger, reduces chain noise and component damage due to wear, and rapidly re-establishes proper tension on engine start-up.
