A quenched iron and steel material 10 comprises an iron and steel material 11, a compound layer 12 formed on the iron and steel material 11, and an antioxidant cover layer 13 formed on the compound layer 12. The iron and steel material 11 has a hardened layer having a given depth, and the surface of the iron and steel material 11 has enhanced hardness.
