The bracket axle assembly includes a fixing bolt for pivotally securing the derailleur body to the frame of the bicycle. The bracket axle assembly also includes a torsion spring and a stop plate for controlling the rotational movement of the derailleur body relative to the frame and for normally biasing the derailleur body in a clockwise direction. A retaining assembly having a locking ring and a fixing member is utilized for maintaining the torsion spring and the stopper plate in the desired position on the shaft of the fixing bolt.
