The reaction solution includes the organopolysiloxane, the acrylic silicon, a water-soluble organic solvent, and an acid catalyst. The composite resin contains the organopolysiloxane in an amount of 40 to 90% by weight and the acrylic silicon in an amount of 10 to 60% by weight, and the acrylic silicon has a number average molecular weight of 1000 to 9000.
