    Abstract: An electromagnetic wave absorber which is suitable for cellular phones, portable communication terminals and other portable electronic apparatus. The electromagnetic wave absorber is provided with a thin absorbing substrate formed of an electromagnetic wave absorbing material having a thickness of 0.01 .mu.m to 1.0 mm. Such a thin absorbing substrate is realized by making adjustment holes in the absorbing substrate and increasing a value of apparent magnetic permeability. Specifically, even in the absorbing substrate as thin as 0.8 mm, by making multiple adjustment holes, electromagnetic waves can be absorbed in a frequency ranging from 1.5 to 2.2 GHz.
