The inorganic binder composition may control hygroscopicity (deliquescence) of alkali silicate and keep strength steadily by polymerizing alkali silicate by the hardening agent and cross-linking it by the cross linking agent to form a hardened silicate coating (film) which may suppress generation of moisture.
