    Abstract: There are provided a method and apparatus for delivering transport characteristics of multimedia data. According to an aspect of the present invention, transport characteristics of media data that can be divided in a unit of a Media Processing Unit (MPU) are created in a unit of a predetermined number of MPUs, the created transport characteristics and a flag indicating presence or absence of the created transport characteristics are inserted into the media data, and the resultant media data is delivered. Accordingly, by using transport characteristics in units of media data unit groups, each media data unit corresponding to a short time length, it is possible to effectively control Quality of Service (QoS) in a dynamically changing transport environment, like a mobile network.

    Abstract: Provided are a bS derivation process and a deblocking filtering method and apparatus using illumination compensation and/or chrominance compensation, such as a multi-view video coding, in a picture coding/decoding process in which a prediction coding is performed. If neither of the two blocks are intra-coded, neither of the two blocks do contain a none-zero transformed coefficient, and motion compensation for the two blocks is performed based on the identical reference frame and the absolute difference between the horizontal or vertical components of the two motion vectors of the two blocks is less than 1, the bS of the two blocks is derived by considering whether the two blocks are coded by illumination compensation (IC) according to an embodiment of the present invention. Specifically, if both of the two blocks are coded by IC mode or neither of the two blocks are coded by IC mode, bS is set as such a value that filtering is unnecessary.

    Abstract: Disclosed are a distributed video encoding/decoding method and a distributed video encoding/decoding apparatus, which can improve loss resilience and the quality of service. The distributed video encoding method first involves checking the state of a channel, determining a channel coding rate and the size of video data to be transmitted based on the checked state of a channel, determining the number of motion prediction performance steps based on the determined size of video data to be transmitted, encoding the video data to be transmitted by performing motion predictions according to the determined number of motion prediction performance steps, and channel-coding the encoded video data according to the determined channel coding rate. Accordingly, it is possible to improve loss resilience, even without additionally occupying network resources, thereby being capable of reducing the probability of decoding failure.
