The method includes: a network device obtains a plurality of paths that meet a multipath aggregation condition, where the multipath aggregation condition includes one or more of the following conditions: a condition that every two paths in the plurality of paths need to meet in space, and a condition that every two paths in the plurality of paths need to meet in power. The network device determines aggregation information based on the plurality of paths, where the aggregation information includes information required by the network device to generate an aggregation path corresponding to the plurality of paths.
