A reference picture is selected from the list, and a current picture is predicted using the selected reference picture with its original spatial resolution without requiring the reference picture to have the same spatial resolution as the current picture. The method further includes signaling, in a picture parameter set, syntax information indicative of a picture width and a picture height for each reference picture.
