(A) includes from 1 to 30 mass % of a polymer having a silicone moiety in which a ratio of deformation is 0.3 or more and 1 or less, and in a bend resistance test using a cylindrical mandrel method a minimum diameter of a cylindrical mandrel which causes no cracks in a polymer film is 2 mm or longer and 25 mm or shorter. (B) includes a volatile oil having a volatilization rate of 14% or more after drying at 1 atmosphere, at 40° C., and an R.H. of 60% for 30 minutes. (C) includes a cation-modified clay mineral and a mass ratio of the component (A) to the component (C), (A)/(C), is from 5 to 23.
