The terminals acquire radio wave information from radio waves transmitted by an access point, and transmit the radio wave information to the monitoring server. The monitoring server detects an unauthorized access point using terminal information including the radio wave information received from the terminals, designates a terminal as a pseudo-access point using intensity of radio waves transmitted by the unauthorized access point, and instructs the terminal to transmit radio waves. The terminal transmits radio waves in accordance with the instruction from the monitoring server.
