    Abstract: To provide a method of obtaining user data to be transmitted to a network side, which can simplify the processing for selecting and combining optimum user data from user data including a transport block transmitted from the same mobile terminal, to minimize a delay. The method comprises a step of numerically expressing a plurality of parameters in the protocol used at the time of transmitting the user data; a step of obtaining values of evaluation parameters by adding the plurality of numerically expressed parameters; a step of selecting an optimum transport block based on the obtained values of the evaluation parameters; and a step of obtaining user data to be transmitted to the network side, by combining the selected optimum transport blocks.
