A fuel regulation device is arranged in the fuel supply passage, is linked to a throttle lever, and regulates an amount of fuel so as to realize a first air-fuel ratio which is more rich than the stoichiometric air-fuel ratio. A fuel decreasing passage is connected to the fuel supply passage between the fuel regulation device and the engine.
