A chargeable electricity amount management unit (120) manages the storage batteries by calculating a chargeable electricity amount which is the amount of electricity that can be charged in each of the batteries from the current charge state to a full charge state. A chargeable electricity amount adjustment unit (130) controls the discharging or charging of the storage batteries such that the chargeable electricity amount of some or all of the storage batteries can reach a common target electricity amount.
