The heat exchanger comprises a liquid chamber in which liquid is stored, and a refrigerant chamber disposed in the liquid chamber. The heat exchanger also comprises a liquid supply port for supplying the liquid to the liquid chamber, a liquid discharge port for discharging the liquid in the liquid chamber, a refrigerant supply port for supplying the refrigerant to the refrigerant chamber, and a refrigerant discharge port for discharging the refrigerant in the refrigerant chamber. A liquid refrigerant storing section having a predetermined capacity in the refrigerant chamber and storing the liquid refrigerant is formed in the heat exchanger.
