Abstract: CPE includes a wired communication unit, a wireless communication unit, a communication control unit, an acquisition unit, and a selection unit. The wired communication unit relays communication between a housed user device and a fixed communication network. The wireless communication unit relays communication between the user device and a mobile communication network. The acquisition unit acquires the degree of congestion of at least one of the fixed communication network and the mobile communication network. The selection unit selects one of the fixed communication network and the mobile communication network based on the degree of congestion. The communication control unit causes the user device to execute communication by using the communication network selected by the selection unit.
