    Abstract: In order to prevent occurrence of congestion derived from an unexpected or temporary factor as much as possible, a computer is allowed to execute a process of acquiring actual operational information indicating an actual operational history of a mobile communication network; a process of acquiring setting data corresponding to station data set for each node of the mobile communication network; a process of extracting, on the basis of the actual operational information and the setting data, a node or a channel expected to have increase in traffic and a node or a channel having a margin in traffic; a process of creating station data optimized in consideration of change of traffic to be set for each extracted node; and a process of transferring the created station data to the corresponding node for update.
