The method comprises: a terminal device receives a measurement request message transmitted by a network device under the condition that the terminal device accesses a first network, the measurement request message being used for requesting the terminal device to measure a second network; the terminal device does not report the measurement result of the second network to the network device, wherein the terminal device supports a dual-connection mode.
