Abstract: A polyurethane resin-forming composition contains: a main agent containing a polyol component; a curing agent containing a polyisocyanate component; and a catalyst, in which the polyol component contains a first polyol having three or more hydroxyl groups and a second polyol having two hydroxyl groups, the first polyol contains a polycarbonate polyester polyol, the polyisocyanate component contains an isocyanate group-terminated urethane prepolymer having a segment derived from diphenylmethane diisocyanate and a segment derived from a polyether polyol, the catalyst includes a metal catalyst containing at least one metallic element selected from the group consisting of titanium, zinc, and aluminum, and a content of the organic solvent is 0% to 10% by mass.
