The random access preamble includes six symbol groups. The terminal device determines a frequency location of the random access preamble based on random access configuration information and a preset rule. A frequency hopping interval between a first symbol group and a second symbol group and a frequency hopping interval between a fifth symbol group and a sixth symbol group are equal and are first intervals. A frequency hopping interval between the second symbol group and a third symbol group and a frequency hopping interval between a fourth symbol group and the fifth symbol group are equal and are second intervals. A frequency hopping interval between the third symbol group and the fourth symbol group is a third interval. The random access preamble is sent based on the frequency location.

The network device sends the first signal to the terminal device on the first resource.
